☄Why are we still here? Just to suffer? Every night, I can feel my leg... And my arm... even my fingers... The body I've lost... the comrades I've lost... won't stop hurting... It's like they're all still there. You feel it, too, don't you? I'm gonna make them give back our past!

Kazuhira keeps himself neat, well dressed. His uniform is pressed, beret worn properly, aviator shades on for a personal touch. Even long before he started Daimond Dogs, this had been the case. He's relatively new to being an amputee, so he's still getting used to it. He can still be fast, as shown in how he disarms and pulls the cartridge from a gun that a child soldier points at him.

While he's disappointed in his current state he also doesn't resent it. He refuses more technologically enhanced prosthetics out of pride, wearing the wounds the skulls created like a badge of honor and as a reminder. He has worn aviator glasses for a long time out of vanity, but now it has the added benefit of hiding his impact cataracts (for the most part he can still see, but he's vain enough that if there's a chance he'd like his eyes to be clear blue again). At one time he was teased mercilessly for his appearance having been raised in post WWII Japan being half-Japanese with very western features and no citizenship papers to speak of. But he embraced both sides of himself more readily after his mother's death and better appreciated that his name means "Peace". These feelings remain.

His vocal tones range from firm, soft-spoken, mournful, and thoughtful. He's not much of one to reach a yelling level of anger (though when he does he's prone to being a little physically aggressive), some very rare panic (when Snake is in danger) being the closest that he gets. When he was younger, there was a lot more teasing and fun to his voice. Anger has eaten much of that personality and he has become so filled with contempt for how Cipher used him that a lot of former friendly manner of speech has faded.

Kazuhira likes strong and resourceful people. He used to be more shallow and a severe flirt, enjoying the company of any pretty woman or occasional man that would have him but didn't particularly seek out lasting relationships. Big Boss was the first friend he had that he had contempt for in the beginning. When Big Boss doggedly pursued him and insisted on having him around, Kazuhira decided that there is no strict division between friends and enemies. He came to believe that the relationships between people can change. Big Boss also convinced him (through a very unfortunate fight) that sleeping around wasn't in the best interest of their company. After Cipher's attacks he became more set in harboring hatred. Big Boss having abandoned him escalated those feelings. Becoming his friend after a bad start can now be a gauntlet to pass. He's become suspicious after having been tricked so many times, and being caught up in other people's lies. It's literally cost him parts of himself. He's also not spent much time as a civilian in the past decade (despite some strange attempts to start a small business).

He's oddly idealistic, making comments about all the things he would like to make better. Sometimes he's possessed by fits of ambition as large wanting to dissolve the entire world of nukes and obliterating hunger in Africa. Originally he supported the idea of forming an army that could act independently of government regulation because then withdrawing from messy power struggles would be much more simple. In that sort of business taking missions could be done with more scrutiny, but he reconsiders this later when Metal Gears become more of a threat and weapons aren't regulated. He claims to not like children but child soldiers and war orphans, when put under his charge, were given living quarters and a proper education. He didn't want them to have to choose a life behind a gun. Later he had a daughter of his own. It is known that Big Boss eventually does grow the children extracted onto motherbase later up to be soldiers, that Miller leaves at some point, and that during the Zanzibar Land disturbance he refers to Big Boss as a monster.

Since losing the future he was trying to build, his contempt for those that betrayed and abandoned them has also been accompanied by self-blame. While he did genuinely feel for the people he was close to he was willing to pass information to Cipher in the name of progress for the first motherbase, not asking their permission. Because of his poor decisions in the past he made their new base hoping to share the growth and accomplishment with his friend. On the Diamond Dogs' base he bore the guilt of any attack and blamed his negligence (even if it weren't the case). He refused to allow anyone on that might be a threat unless Venom Snake insisted on bringing them, became freakishly paranoid of potential spies and traitors, worried he would lose another home.

This has also made him lonely and isolated. He turns away from critical discussion of some issues because he feels such rage over them. Even if he's not the screaming sort he does obviously lose his temper, showing this by storming out of rooms and being especially cruel when extracting information. Nine years before he was the type of guy to laugh and joke around, date fellow soldiers, attend basewide celebrations and parties. He's less prone to openly enjoying himself now.

Currently all of his ideas for a future have been destroyed and basically all he knows is that he's allowing himself to be used for whatever end goals Big Boss has in mind. He just wants to train and lead soldiers to survive. He's loyal to his fellow officers, but at this point would probably retire or move to a more reliable network/business if a much better life presented itself. He's not the people person he was, but he will probably open up more as time goes on.

☄We hold our rifles in missing hands. We stand tall on missing legs. We stride forward on the bones of our fallen. Then, and only then, are we alive. This "Pain" is ours and no one else's. A secret weapon we wield, out of sight. We will be stronger than ever. For our peace ... Still, It doesn't feel like this is over.

Abilities/Skills:
-Miller is fast. Not the fighter he was, but still capable of some decent self defense
-Expert in survival tactics, making the most of anything
-Excellent commander and good at dispensing relevant info and instruction in important situations
-Great at tactics and helping establish defense systems
-Can speak Japanese, English, and Spanish
-Both training in how to torture and in resistance to it
-Some drug resistance training.

So you want answers for what happened. Why they did that to us.

It's not going to be easy. I wish it was. But people lie for what they want, they tell you answers they think you want to hear but not ones that will do you any good. They get something out of it, but you really get nothing. All you do is lose. [He has lost so much thanks to lies, thanks to kindness. He's not a terrible man, not by nature, but he resents when it also makes him gullible. Easy to use.]

Kindness can motivate. Inspire guilt- make them think, at least, that your side will be the one safer for them. But in this case kindness might take too long. A threat of death can mean nothing. But pain, even promises of failure... I know how pain can push you. The idea of getting away from it, a gift. Even if you have to be the one to create that pain. [He's not as trained in torture as Ocelot. He even finds it distasteful on the whole. But he has his points. He guesses other people have theirs.]

I respect that you might not want to do it. But you have to consider the realistic options here. It's not pleasant, but how much of life is. If you think you can charm it out of them, feel free. Good cop, bad cop? I don't care how. Just think about the time we have to fix this, and decide what you would rather do.
